Wedding Dress Cover up (sleeves)

Hi Ladies,
I have a question, I purchased a dress and love it!! then I found out from the church that I have to cover my shoulders so I called the bridal shop and she said a cover up would have to have been ordered when I ordered the dress.

Does anyone know of a dress maker or someone I can go to, to get a cover up made?
