so mys ister want to make her own programs ....i think she's nuts but ok... she doesnt have publisher.... are there any other ways she can do it... she wants to make it like a book with a ribbon holding oit together....

she could easily do it on Word... that's what I did. Publisher is also easy.

You can do it easily in Word. Just set the setting to landscape. There are lots of samples online. Go to Google and type in 'wedding programs' or 'sample wedding programs' and you can get some great ideas. Here's one site I used. Copy and paste the following. Good luck.
