I did one myself using Tripod as the host and creating the site using Frontpage. Its 8.95 per month but you can get one for free at tripod but you will have to put up with pop-up ads.

i have one i created myself. $15 or so to register the domain name per year and about $12 or so a month for hosting. it's my pride and joy .. thought i haven't done anything with it in a while

His friend is taking care of the design and hosting, he wouldn't tell me what it cost but it's a yearly fee and he pays per page.
