We're going to do a small bottle of wine, water, cookies (oreos or something), and local map/activities to do
ETA: usually you give the bags to the front desk, and they give them out as guests arrive

They are getting trick or treat bags with mini-pretzels and bottled water, some Halloween candy and some fun toys (paddle balls, flashlights, yo-yos, etc.)
