tux is black tie so i dunno if he has to wear a tux but he def has to wear a nice suit and tie and you should wear a fancy cocktail dress or long dress

For a Sun day I would go with a light colored suit.

I put formal attire on my invites... I did it bc we have A LOT of OOT'ers so I didn't want them to feel out of place and under dressed.

All I meant by it was a suit for the men and dress for the woman. (Any length)

Basically I didn't want people there in jeans and polo shirts

It's a step down from black tie. Tuxes are not necessary.

Bsasically, men should wear suits and ties and women should wear full length dresses or very nice cocktail dresses. I put formal attire on mine, too.

Re: what does FORMAL ATTIRE mean?

This is tricky.

Traditionally, FORMAL attire for men meant white tie in the evening and full morning dress during the day. Today, however, it really means Tuxedo for men during the evening and morning dress during the day.

Now, almost nobody wears morning dress anymore, so even though you are not supposed to wear a tuxedo during the day, I would say that a tuxedo is probably the best option, even though a room full of guys in tuxes on a Sunday afternoon will look odd.
