What does one wear to a Ladies Luncheon on a weekday?

There is a surprise party for my neighbor at Mae Browns and I want to dress appropriately.

dress pants and a nice blouse???
I'm just guessing here but I guess that is what I would wear.

I'd do a longer skirt, blouse and low heels, or dress pants, blouse and low heels.
