'ruche' means: a pleated, fluted, or gathered strip of fabric used for trimming
A lot of chiffon dresses have that detailing...if you saw that horrid show 'Bridezillas' the dark haired girl with the Michele Roth gown - with the sleeves - her dress was 'ruched'.
