I believe top shelf will be your Kettle one, Grey Goose, Absolute, Pitrone, Quervo...
Premium could be smirnoff, and some other sort of low brand name brand alcohol...
I wouldn't settle with the alcohol. the last thing you want guests thinking is you cheaped out on the alcohol. If you have to cut costs, do it someplace else the people won't notice like one less captain station.
