This is the second time this vendor has not called me back. I am beginning to think it was a mistake giving them a 50% deposit upfront (we did this to save a few bucks). I know it must be hard to keep up with all of your brides and return phone calls. That is why i let is go the first call and called them back two weeks later (and they didn't even apologize). You would think he would have called back b/c the question i left on his cell phone was 'how much do i owe you and when do you need it..?'. Anyway, I called his cell again 2 days ago regarding something he needs from me to which i have yet to get a response. Hmmm, am i overreacting? I have another, much cheaper vendor lined up to take his place if necessary and it would even out the money i would lose from the deposit i already gave the original vendor (but it would eat me up knowing this person got XXX amount of my money for doing nothing!). i apologize for not naming the vendor but i really don't think this person has any bad intentions. Just not feeling comfortable with them right now and don't know if i am overreacting.

Re: What to do about a vendor not returning calls...?
I don't think you are overacting. I think you are going with your gut feeling. YOur wedding is less than a month away, so I think you are trying to get everything finalized.
I suggest try calling him a third time. Maybe this vendor is having a personal problem that you are not aware of. But if he/she doesn't respond to the third call, I would go see him/her in person to find out what is going on.

Do they have an office number instead of calling his cell? I always feel better when I speak to a person even if it's not the right one. I would explain to them what you explained to us.

Try calling again and mention that you've called a few times already. Also, is this person the owner? If not, maybe call the office and ask for someone higher up.
