Ok, so I told them we were having a small wedding and it didn't look like I'd be able to fit them, but I'd know closer to my rsvp date. Now, with only 3 1/2 weeks to the wedding, would you as my co-worker be happy to get an invite, even if you can't make it or would you feel insulted? I think it would be a mix of emotions... happy to receive the invite and sad that they were one of the last to be included. I'm sure they would understand.

I think that your honesty would smooth things over...they know that you were hoping to have a small wedding...I hand deliver the invitation and say a little something to the effect that you really wanted them to be there and you are so happy that it could be arranged to have the honor of giving them the invitation. Something like that.
