I second Venice although I've never been to Rio but I can't imagine it being more romantic than Paris or Venice. Paris would be my second choice!

I don't think there is such a think as the most romantic city in the world. And while Venice and Paris are certainly very romantic, it really all depends on circumstances, if you know what I mean! The place you are at is only half of the deal...
