When should I start sending...

My resume? I don't get out of the service until middle of July, but I would like to have a job lined up before I move out there. What do you think?

I would say that you should send them to recruiters early, but in response to specific job's I would wait until later, because they might want the new hire to start before you are even out.

I would definitly said to headhunter/recruiters early, so they can keep you in mind though.
