No, you shouldn't have to put any money down. When I did my room block I blocked off 25 rooms and all I had to do was sign a contract. I'm also not financially responsible for booking all of the rooms. Some hotels require that you book a percentage of the rooms and charge you if you don't meet the percentage. It was important for me to not be held responsible financially for any of the rooms. One month before my wedding the hotel will simply release the remaining rooms that weren't booked in my block to the general public.

My hotel is doing the exact same thing. I just signed a contract, I am not responsible for the money for the rooms either.
