they look like ice blue seed beads on thin beading wire. They don't seem too difficult to make. You can do a search on line for indian beads - you will probably find more color options on-line than in a craft store. The wire you can get at a craft store.

in teh flower district. this place called B&J Florists Supply on 28th street. just show the guy your picture. they have many differnet colors. it's a great looking bouquet. hope you find it!
