any that are staying for more then set up should really eat so usually thats dj, mc, any live element like percussionist or stell drums, photog and assistance if there is one, same with video, doc and assistance if they have, lighting if they stay the whole night, all band members

It would depend on what you're really having at your reception. We're including: DJ MC Zap shot tech Photobooth Attendant Photographer Photo Asst Videographer Video Asst
I think that is all. Our dinner singer will only be there during that hour and our steel drummer only during CH. You should ask your vendors how many ppl to expect. Its a common question and they will be able to provide exact numbers.

Don't just include them in your headcount, make a separate list of vendors who are eating. Most places charge between 1/3-1/2 per plate for vendor meals. Now, if you're short towards your minimum, it makes sense to just use their plates towards that.
