who lifts the bride's veil at the alter?

any ideas? Is it the father when he hands the bride to the groom? Or is it the groom when he receives the bride from her dad??? HELP...

it's the father...right before he gives her away to the groom...he lifts her veil and gives her a kiss on the cheek......

ETA: am I the only one who gets all emotional just THINKING about this???

Both of my parents walked me down the aisle, so they both lifted it and kissed me.
