Why are SciFi channel movies so cheesy?

Ive been home vegging all day and I usually like sci fi movies. All day long there has been only cheesy mutated animal movies - Ive seen mutated sharks, crocodiles, more sharks, and I think Im on shark movie #3 now.

The crocodile one looked like a puppet. Cant they afford better special effects?
