IMO I do not think that I bridal salon will say how much the dress costs over the phone... they will prob want to get you in the store and then tell you so they can convince you to buy it from them...
they may say if they carry a specific brand...
you might as well try and see how much info they will give you...

I found a beautiful dress at one store (a little more than I wanted to spend), so I found another place that has it and explained to them that I was on a budget and could they match my price or atleast do better than the other place. They did go down about $400.

I consider that great!

Ask what prices the dresses 'start at'

Ive called bridal salons for a certain designer, and I'll give them a model #, and they tell me we carry the designer, our model numbers are different, so I end up wasting gas to go there to find out they dont have the exact model I attempted to try on in the first place....thats the frustrating part b/c these places arent exactly around the corner!

Be direct and honest -- Tell them you already found your dress, know which one you want, and are looking for a better price. Tell them a little less than the original price and ask them to beat it. Most stores (I found) will make an attempt to get your business and try to give you a price over the phone. Anyway, it's worth a shot -- you have nothing to lose!
