They may just really want to do something special for you. Don't leave it to FH to talk to them about it - you need to explain your wishes to them both
You should have your input as to where you'd like it, but since they are paying for it... decisions are really up to them. You should take this as a blessing.... one less thing you need to stress about. But if you really want to help - you need to explain that to FMIL.
That's how I did it. My FH and I picked the place, made the reservations, etc. We just made sure that it was a place they could afford before booking it.
FFIL is paying for the RD. My parents suggested the place since FFIL lives in CT and we gave them a list of people to invite. They picked out invitations and I guess they're picking out the menu. They are also figuring out the seating. I don't mind though b/c it's one less thing for me to think about. If you want to be more involved in the RD, you should talk to you FMIL or have your FI talk to her. Maybe she thinks she's taking the burden off of you and doesn't realize that you want to be involved.
I had very little to do with the RD planning except to input the time and gave them addresses for my side. DH and I picked up the bar tab, they paid for the rest and since that was the case I didn't feel the need to be demanding and pick the place, menu etc. My SIL did most of the work and honestly it was great since I had the wedding to deal with. I would just be thankful your ILs are paying for the RD, many don't even offer anymore.
Honestly, I think you are slightly over reacting. If they are paying for everything, let them. I'm sure that they're not trying to hurt you, and they want to make you happy.
