the priest who is marrying you should apply for the dispensation for you to the Diocese. I believe you have some paperwork to fill out and then he should take care of the rest of it.

A dispensation can take anywhere from a few weeks to a few months depending on when your priest send it in and how close your wedding date is. I would send it inas soon as possible though - you never know!
