Lots of the gas stations have free local maps- so start picking up a few at every couple of weeks and put those in. I am putting in mints (buy a case at Costo), 2 bottles of water, LI post card, note from us, choclate covered oreos (making them myself but easily purchased). I am not sure what else. I have heard of girls putting in a daily paper, gum, fun candy such as a ring pop (SonicStef's idea), bubble bath (small trial sizes), toothbrushes, asprin, sewing kits

Re: welcome baskets and local info
You can probably get local things to do at the hotel - they all have that rack of pamphlets. I also found a copy of a Long Island magazine that's free that has tons of things to do. I'll look for the phone number when I get home. A lot of the things they listed were free too!
The rest of the stuff we are using is similar to Michele31, I also want to add a travel size body wash and face soap - I never like the soap hotels provide.

Re: welcome baskets and local info
I got a bunch of info from the Visitor's Bureau. They'll give you guides and such for free. I also listed a bunch of local ideas and said ask the front desk for info/directions. I put in Pindar wine with a tag that said it was local wine and a brochure on LI Wine Country. I put in three postcards into each bag of Long Island. You can go to the Visitors Bureau web site and send in a request there I believe for the LI guides and such. I also bought a map and just copied the general area the guests would need to drive with a legend of all the important places, the hotels, the RD location, the church, the reception hall, and my mom's house. Then I also made I LOVE NY magnets on computer magnet paper. I used the I LOVE NY logo and put our names and wedding date on it as well. Snacks and such were also included.

Re: welcome baskets and local info
I second that. I also did that because I knew from experience that people forget directions included in the invitations.
