Could it be Kristen Wiig from SNL? She did a skit where they were having a meeting or a party and she had to top whatever everyone else said, wouldn't let them get a word in, kept calling out. More recently the same character was on a couch in her family's house while they were planning a surprise party for someone, and she was way too excited about it.
