You can use glue for it.. there is something called gemtak you could use..go to michael's they have a whole section on just glue and see what you could use on it..

you could also use a glue stick..

a gluestick should be perfect.. and it dries clear..

vellum is tricky. you would need a high quality marker or maybe try stamping on the vellum. If you use the wrong ink it may smudge or not dry completely. You can also put vellum through an injet printer and put designs on it.
