I think if you wait, chances are the dates will be booked. They don't negotiate much because they don't have too - they book up.
I think you'd have better luck with prices if you go off season, more availability too. We were able to negotiate 20pp off the asking price for late April. They would have been willing to take off more for March.
We booked in July 2001, for April 2002 - and already they were pretty booked up.
IF the date is open, I'm sure they'll give you a good deal, but I would think it would have to be more last minute than 6-8 months out.
edited to say: we were looking only for Saturday nights. There may be more availability if you're flexible for Sat afternoon, Friday or Sunday.

You should get a discount anytime you book a hall within 6 months. I did this, because I wanted a fall wedding and got engaged in June. Some halls barley offered a discount at all. I ended up getting a discount of about $25/person. I was very happy. The discount depends on the place, but the closer to the date you are, the better a discount you should get. You will have to be flexible with the date.
