Curious - At what point in the ceremony is this typically done? Have you heard of a reader saying this instead of the priest/officiant?

We're doing a Catholic ceremony - not a full mass and our Deacon more or less discouraged us from doing it. I was very disappointed

But, I have seen it done after the Nuptial Blessing.
