I would like to post reviews but, I always get timed-out

Could someone please tell me how to post a review because I've been doing a 'Post New Topic' and get timed-out. Also, I was unable to insert the pictures in between text/comment.

Is there another option/button to press for writing reviews?

Please Help!

Thanks in advance.
