2013 Bride -- In search of budget friendly venue!!

HIII!! I am looking for a wedding/reception venue in the Queens/Long Island, NY area for Sept. 14, 2013 and about 150 guests. I am on a very strict budget for the entire wedding, so I am looking for a venue that is willing to take that into consideration. It is an Caribbean Indian/American style wedding w/ Indian wear for the religious ceremony (Muslim) and a wedding dress for the reception, so there needs to be a bridal changing area. I would like something around $20-$25/pp. I can go as high at maybe $30-40/pp if I have no other choice.. maybe!!! Nothing too fancy.. But nice.. clean with good service, a good reputation, and friendly staff. My idea so far is finger foods/appetizers/cocktail, buffet-style dinner, with sodas and water being served. We haven't decided what we will do with the bar yet, either no bar at all, a cash bar (or is that too tacky?), a limited bar. Catering Halal food is a must and if not allowing some off premise catering as well as in-house catering. What is included in quoted costs? What hidden extras will there be i.e. taxes, service, gratuity, decorations, space fee.. etc.? Any and all help or advice would be greatly appreciated!! Thank you!
