Have you considered Captain Arnold? While most call ourselves 'Officiants' and 'Celebrants' we use our clergy status as the thing to make your marriage legal. The truly secular (judges, mayors, town clerks) are harder come by. The Captain fits the secular category that you are looking for and is a polished professional with personality! Something that you can't count on from a judge.
