need help with venue

Here is the problem. FH is having problems at his job. They are doing a lot of layoffs and such. We wanted to get married on a cruise ship out of New York but he is worried that if he takes too much time off, his job might think that they don't need him and come back to no job(this had just happened to one of the other guys.) We don't want a big wedding because we have lived together for 6 years and this is his second marriage. I was looking to do something a little unique so it would be something memorable for both of us. That is why the cruise would have been perfect. We have a small guest list anywhere from 25-65 people depending on what we decide to do. We also don't have that much money to spend.....I don't know what to do. Any ideas woul;d be great. Thanks.
