I am most unclear on the tipping who and how much to tip those that actually work for the catering hall. They charge 18%, who does that go to, the wait staff, the banquet manager?

Policies may change depending on the location you are at and only that specific banquet manager will be able to answer your question for your-to your satisfaction.
