We never had a 'budget'. We just looked at how much it would cost us to pay something each month, and if we could afford that we went with it. I just went with how much money I had each month, and what I could afford. MIL did the same and so did my mom. We didn't tally the HM in b/c we paid for that on our own, but I think you should budget that in.

I started with one budget, but I hadn't started to research vendors yet. I thought I was going to get flowers, photo/video/albums and a DJ for 5K! So after I did some research on realistic costs I redid my budget and we stuck to it very well. Including everything - attire, hotel rooms for family, stamps, literally everything -- we came in about 300 shy of hitting the budget max. I do not include my shoes, because I actually bought them to wear as regular dressy summer shoes and they wound up looking great with my dress. I also do not include the HM.

Our budget was for EVERY penny we spent wedding related, down to the license. My spreadsheet have the following categories(rows).
RECEPTION HALL BRIDAL & GROOM ATTIRE DJ LIMO VIDEO & PHOTO FLORIST #1 RECEPTION FLORIST #2 PERSONALs INVITATIONS FAVORS DOC GIFTS WEDDING BANDS HONEYMOON CEREMONY MISC.
Under 'Misc.' I have 'Misc. Notes' that have a detailed list of everything. Each month had it's own column so that we could track payments, etc.
We were under budget by a few thousand. =)

I include everything...besides the general RH, DJ/MC, photog, videog, flowers, dress, limo, invites, STDs, postage, officiant, I also include all tips, hair/makeup trials, gifts, cocktail hour napkins, hotel for wedding night, RD except for what MIL paid :), even DIY costs lol. We didn't set a budget, only bec we had no clue how to...we tried to get as much as we could for the least amount possible is the best I can say lol. In all I would say our wedding was probably average in cost. We had a small wedding (100 ppl) and that helps keep costs down

We included RH, dress and alts and veil, hm, tux rental, bp gifts, flowers, gratuity, limos, hair and mu, accessories, invites and postage, photo and video, dj, his wedding band and officiants and prob a lot more that I cant remember.
I didnt include the paper and stuff I bought for menus and programs or the candle I bought for the ceremony.
