I always like Bloomingdales-in the contemporary section there's a line called 'Aqua' that has great stuff-dresses, jumpsuits, etc. It's not so expensive either.
Bebe is good if you want a more va va voom look.
There's a new line at Macy's by Rachel Roy (she's an awesome designer)-it's her lower price line called 'Roy by Rachel Roy'...the stuff is fantastic!! Her pieces are gorgee
Also French Connection is always worth a peek.
And I think Target has a designer collaboration with Jean Paul Gaultier that's supposedly awesome.

Wow!! Thanks! I was actually at Bloomies today and looked at a bunch of dresses by Aqua, I couldn'y find one I liked though. I will def check out Bebe and I loooooove FC. Thanks so much for the ideas! xoxo

If you want kind of a sun dress JC Pennys had a ton the other day and I always do well at Lord and Taylor.
Also believe it or not I bought a bunch for my honeymoon at Dress Barn. If you pick through you can find cute stuff cheap and I get more compliments on my dress barn clothes then anything else I wear. (Followed by looks of shock when I say its from Dress Barn.)
