Try The View in Times Square's Marriott - it rotates while you eat so that you have a changing view of Manhattan. There are 2 floors - one of the floors has a DJ on Saturdays (maybe Fridays, too?) and a buffet (not too expensive, somewhere in the $30-$40 range without drinks), and an off-the-menu floor, which is pricey.
