Is it legal for me and my DH to have each other on both of our insurances. DH has added me to his insurance already. And since I did not add him during the 30 day period, I have the ability to do it now since it is open enrollment. Is that ok or is that not legal?

If you're not paying into your company for insurance, the benfits of adding the secondary insurance are that it could possibly cover the primary's copay and/or deductible and the secondary may pick up services the primary doesn't cover (once you get a denial from the primary insurance).

Also the secondary insurance will pick up what the primary doesn't pay of reasonable and customary charges. This is a good idea especially in catastrophic instances God forbid.
