I think it is beyond disturbing.

IMO:
I personally thought that the teens I saw 'dressed' like this for halloween looked rediculous but for parents to actually dress their children up like this or allow their older children to dress their siblings like this; their is something wrong with them.

the one to the left doesn't really look like either. i assumed it was sammy, based on the hair. but the one in the middle has the hoop earrings.
on the one on the left is wearing something neither would wear, the one in the middle... both would wear.
