I don't know when his birthday is but I'm going next weekend to the TAP-NY beer and food festival in Hunter mountain. I go every year and it's awesome. There's a groupon for the tickets. We take the train into the city and from there they have a bus that takes you to hunter and back to the city.
For my FH's 30th I threw him a little party in Stout in NYC. It's right by penn, i ordered a couple trays of food and they set aside a small seating area in the downstairs bar. It wasn't anything crazy but it was a great night. In the end I think at most it cost me $300.

You can do a beer tour! We looked into it for FHs 30th, but ended up with the wine tour.
