i dunno but you need to do that jean fold (fold the bottom of your jeans around so they're tight) and wear bright eyeshadow ... oh, and put your hair in a ponytail on the left side of your head

maybe spandex pleather/metallic capris with a black sequin mini-skirt....then just throw a crazy top and some pumps/heels on

Hot Topic has a bunch of stuff...t-shirts with the Garbage Pail Kids, E.T., Rainbow Brite, etc.
Put some of your hair into teeny braids while it's damp, then when it dries, take them out of the braids...voila, crimped hair.
Slouchy socks or leg warmers.
Heart-shaped sunglasses.
