Ok..

If you are addressing an envelope (Formal)
and the address for exmaple is
64-25 71st Street
Should the st be written after the 71?

Yes, that's what I'm doing.

Yes. and if you don't skip a space between the '71' and the 'st', the st should become a superscript.
