Alterations....need help!

I am a little confused about alteration and bustle prices. I talked with a woman from a bridal salon and she told me that there was an alteration cap and then there was a separate bustle price. She also told me that the price was probably going to go up because I will most likely need the dress hemmed as well. The estimated bustle price alone was about $1200! I do not know if I am willing to spend that on just the bustle alone because the dress only cost me $600 and if I add the bustle and the hem and the alteration then I am not totally sure that it is worth it to get this work done there. Does anyone have an opinion on this? Is it worth the money? The seamstress is supposed to be really really good.
