I just got mine. You have 1 year from when you get your passport to change your name without a fee. If its over 1 year you have to pay a fee to change your name. If you not going anywhere soon I would wait till after your 1 year mark.

You will not need it to travel within the US..only to leave the country.

No. I have been saying I need one and keep going away with my BC and swearing when I get back I will get one. Well, the last time I was away was in April to St. Maarten and still have the application in my car. So annoying but I am too cheap to slurge on the $96 charge.
I HAVE to get one though SOON.

Its ridiculous that they are changing the law at the end of this year!
I think I paid btwn 70 and 80 and that was in 04 for a renewal. A brand new one is more.
I think they are now about $96. But if you have one for more than 6 months and you change your last name it needs to be a whole new one. I inquired about it at the Post Office and thats what they told me.
