You do need a passport to go to DR or Mexico.
What about New Orleans? You can get great deals for the winter, and they have these beautiful bonfire things all around the French Quarter. There's lots to do during the day, and then bars and stuff at night.
It's not warm and tropical, but it's definitely warmer than it is here!

Check TravelZoo.com for deals available at that time of year...they always have packages with airfare & hotel that are very reasonable. Any caribbean island would be a nice break from NY in December!! You could probably get a good deal for Bahamas, Virgin Island or Puerto Rico!

I'm going to PR in December and the weather is supposed to be great that time of year...and you don't need a passport.
But I actually thought it was pretty expensive with flights and hotel for that time of year. I know my sister has gone with her friends to Vegas a few times and always had fun.
