Key West, Miami, St. Thomas (it's a US territory so you don't need a passport).
i know you said you dont have a passport but i wanted to say i just got back from punta cana and had a blast. PR is going to be a little more expensive since they dont really have many all inclusive resorts.
last year we went on a royal caribbean cruise that left from miami- it was under $600 each and we went to 3 islands in bahamas- no passport needed.
