Photography <-- this is all I've found on the park's site. From the looks of it, you do have to give them a heads up. I'm interested in taking pics there too so if you find out please share!

eta: I called 718) 393-7272 and the lady said that nothing can be blocked off, but you could just go there and take pics.. i called again and a guy picked up the phone.. and he said the same thing.. so I guess just go and take pics..

Ok not bad. I just heard the park can get really crowded if its a nice day; thats all I'm worried about. What pics would you take there? I was gonna check it out for my wedding day pics cuz our rh is right there.

yeah mine too.. i'm getting married at TOP as well.. it does get crowded that's why i thought maybe there's a permit or something.. but i guess people just move out or something..
