The way that Jessie is in the house is like this:

First episode, the houseguests were divided up into cliques. They then had a contest, and the prize for the contest was two things. 1 - A former houseguest would be added to their group (whichever clique won would get a former houseguest) and 2 - that former houseguest would be the HOH & their entire clique would not be able to be nominated for eviction.
The Athletes won that contest, and so they got Jessie. Some prize, huh?

As of now, HOH cannot nominate anyone from their own clique.
