Are you all lying on your invite about the start time

Some people tell us to say 5:00 pm on the invite for a 5:30 ceremony (at reception venue - not a church).
Others say this isn't fair.
I just know LI traffic in the summer and know people will be late. It's a short ceremony anyway so I want people to be there
