I know St Lucia is out of the hurricaine belt too-much more expesnive though. We are going to DR-weather will be hit or miss but we're going with it. When we went to Cancun in June last year before hurricaine season, it rained EVERY DAY!
But we still had a great time because the hotel and staff were SO AWESOME that it was like 'pft, its raining. Lets go sit in the hot tub in our room and get knockered'
A major tip is book a nice hotel because if the weather *****, you can still have a great time.
Sorry, but St. Lucia's not outside of the hurricane belt. My FSIL went to Sandal St Lucia on her HM & they got hit with the outskirts of a hurricane. They lost power, and couldn't go outside for 2 days b/c of the wind, so the last 5 days of their HM were terrible!!!!

Yes the travel insurance costs extra, I think it was like $100 each. We figured being in the hurricane belt and all it was worth the extra money for peace of mind.
