are you tipping the bartender, even if there is a tip cup out?? thanks

Good question - my FH & I disagree on this one (our hall has a flat rate tip per bartender that we can pay if we want to). I would like to so that they don't put the tip cup out (they would still be able to accept tips though), but he doesn't want to because he's never been to a wedding where a guest hasn't started a tip glass if there wasn't one there already. I can see what he's saying, because as a guest I've honestly never noticed or cared if there's a tip cup out there (I just expect to tip), so I'm letting him win this one...
As a compromise, we're just going to pre-pay the bathroom attendant's tips since we both agree that their wanting tips for handing out bathroom towels is VERY annoying...best we pre-pay & they can't accept
