I understand that this is a big let down for you; it would have been really nice to have all your friends together to celebrate, but what you said it true:

Now I know my bday isnt the end all and I totally get that people get busy

It stinks that you have to go after her, but maybe she's torn about the whole thing? Maybe she's trying to figure out how she could be there and still mange to get home at a decent hour?

I know that when my friends can't see me on my bday or vice versa, we make plans for the following week or on a date when we're both free and have lunch or dinner together.

I'd try not to let it get to you that much, especially if she wants to see you on another date. You said that week wouldn't work for you, but tell her you'd love to see her the following week, maybe have a couple other girls meet you also.

Thanks! I totally get what you are saying...I guess it's just the way she went about it (or didnt for that matter). Like she just assumed everythign would be fine instead of reaching out. I hate when I reach out in a few different ways and dont get a response back.

Yeah, I completely understand. I have a couple of friends like that and it really hurts when they don't respond or it seems like they don't care.
Sometimes I wonder if they're embarrassed? That might be another thing, maybe your friend is embarrassed to face you being that she made plans that would spoil how you want to spend your birthday.
In the end, she's still your friend and friends always find a way to rectify the situation.
You don't have to reach out anymore, let her come to you.

Thanks for putting this into perspective for me. She might have not know how to tell me which is why she was kinda waiting it out. I'm definitely hurt but I know it's not the end of the world. I just hope she reaches out to me and we can talk it out! :)
