You know what? Why not? I mean, I bet the cost of taking care of these people (arrests, nights in shelters, unemployment... all that) is FAR more than it costs to give these people the wine which seems to be working for them. If they're on the road to recovery then that's a great thing. Rome wasn't built in a day, alcoholism is a tough battle... maybe slowly weening yourself off of it is better and more realistic than just saying 'I quit' and trying it cold turkey.
