Do you wait until your RSVP's come back to book them in order to see how many people will be using the shuttle/party bus?

When I spoke to cCamelot, that's what they recommended. I'm getting married in July they told me to try to get a rough idea around January, but you can usually change if your RSVPs come in off. When/if people tell me they received my STD and are booking the hotel, I'm going to ask them if they would use the shuttle so I can gauge interest.
